it is not possible to pay for items on a differetn tax system. i need to look at this. i dont thing i can just change checkPaymentAllowed()

do payments have the tax system tagged in them

checkPaymentAllowed() has been removed from this scope and is now a general check (not currently used)
individual payments are tagged with tax system
wait until I have feedback from end users as to weather I change this and how
