otherincome should behave as if i was writing the invoice my self (self-billing)
expenses do i need the sales_tax_rate field, possibly just for recording - maybe add a on by default checkbox that sets all salestax to 0.00 or hides the box or both.
in particular for bot, how is sales tax handles at the point of entry.

disable the sales tax rate input where it automatically updates the fields
leave the sales tax amount
sales tax rate for each line should be updatable
sales tax for each line should be editable so errors can be adjusted
