Bumps Harp 0.15 #11

Update harp version

I've been having an issue with node-sass bundled with Harp:

child_process: customFds option is deprecated, use stdio instead.
child_process: customFds option is deprecated, use stdio instead.

Updating to harp 0.15 seemed to fix this so would suggest merging this pull request.
