Remove dependence on archive.org #22

The region images are currently served from books hosted on archive.org. This is:

slow,
requires an internet connection even for local testing,
unreliable: We've already had one instance of a book disappearing.

So would be good to self-host.

We could use the hosting for the proofreading app that we're going to bring up — if we're able to link to specific pages in it, that would solve the problem.
