Fix duplicate header names in Telang data #24

Currently showing up as Morsels without any associated Lines or Regions when I run make, because the second one overwrites the first one.
Also showing up in the output:

It's because of this code:

# TODO: Some Morsels get no Regions, because of collisions in Region names: the *next* MorselId (for next region) overwrites this.
morsel_for_regionname[telang] = MorselId
