EUROPA dies with non-existent planner config file. #128

If I call PSEngine.createSolver(configFileName) and the config file doesn't 
exist, everything blows up :).  For example, if the code is inside an Eclipse 
application, the whole thing dies.

Instead, it would be good for PSEngine to throw an exception (or something).

Tatiana, have you seen this before?  I'm assigning to you for now, but suspect 
it should really be assigned to Javier.
