Made a split between API and Impl for the PersistenceDescriptor and WebAppDescriptor

Based on Shrinkdesc 8

aa crap, you moved the API around before applying.. :) I'll fix it

Fixed merge conflicts. renamed api/impl packages to follow spec."spec-name"."descriptor-name"
