webmmux filter should support segment title and track title

Moritz Bunkus suggested that:

at the moment the "title" element's status in the "segment information"
is "undecided". I propose that this is changed to "supported". It has
been established over the years that for Matroska files the segment
title refers to the whole file while track titles are only used for
distinguishing between different attributes of a file. For example,
you'd use "Lord of the Rings: The Two Towers" as the segment title and
you'd use "English" and "Director's comments" as track titles for two
audio tracks.

I'm fine with that. Unless someone comes up with a major issue in the next 5 
days or so we should just make the change.
