flickering blocks on low-complexity flat areas #235

What is the expected behavior? What do you see instead?

THis flat areas are normally still parts, so encoder should avoid this 
flickering.

What version are you using? On what operating system?

I use git master commit 9a6740af807d47a605d600e008e60f5f8364dd1f.
OS ubuntu 10.10 64bit Linux zwerg 2.6.37-rc1-00120-g3bc65ca #98 SMP Wed Nov 10 
11:25:37 CET 2010 x86_64 GNU/Linux

Can you reproduce using the ivfdec or ivfenc tools? What command line are
you using?

gst-launch -e -v filesrc location=rat.avi ! avidemux name=demux demux.video_00 
! mpeg2dec ! ffmpegcolorspace ! vp8enc threads=3 speed=0 quality=10 ! webmmux ! 
filesink location=rat.mkv

Please provide any additional information below.

This block usually seen on high quality encoding, See attached encoded file. 
The source file is 25MB , so i can't attach it.

this is a known issue that have been reported many times. The issue are being 
investigated.
