What is the expected behavior? 

Not a crash.

What do you see instead?

A crash because of a divide by 0.

What version are you using? On what operating system?

Latest I think.  Win7.

Crash occurs in file libvpx\vp8\encoder\ratectrl.c line 1443:
av_key_frames_per_second  = output_frame_rate / av_key_frame_frequency;
