ANSI insert character not implemented #6

What steps will reproduce the problem?
1. vttest
2. test 8
3. the ANSI 'Insert Character' function

(ICH  Insert Character          Esc [ Pn @                   1         EdF)

What is the expected output? What do you see instead?
1.two display lines are identical
2.second line was broken
