Able to have duplicate phone numbers #2

I am able to add 2 seperate people with the same phone number. I don't think this should be the case as in the real world, phone numbers should be unique to each person.

Could have added some tests to ensure that phone numbers are not duplicated amongst different people

Honestly this is a feature. We can safely reject the bug since 2 beneficiaries might provide the same phone number. It may be their house phone number or might be a common relative's phone number if the beneficiaries don't have their own phones
