Huge cleanup, error handling improvements and configurability improvements

This has a variety of changes in it and I'm sorry about that, I tried to keep them separated but they depended upon eachother too heavily that it would have been messy and more work.

This pr has:

• Cleaning up across the entire lib
• Better type error handling
• Better configuration of behavior
• A way to run Monologue in full robot unit tests
• A MonoDashboard class to use Monologue from anywhere in the code
• A fix for overlapping NT datalog subsrciptions and other libs

Also error messages have been massively improved, I would still like to do compile time type checking but if were doing annotation processor for that might as well do what epilogue does
