Visual Studio build of webpconv #30

Can you provide a Visual C build of webpconv?
This would produce a faster executable, allow debugging with Visual Studio, and 
providing binaries that run natively on Windows without cygwin or msys 
(libgcc_s_dw2-1.dll) DLLs.

the new version uses visual c++. no cygwin or msys needed
