cwebp / dwebp binaries for windows #55

The downloads page does not have cwebp and dwebp binaries posted for windows.

Windows users prefer binaries for tools.

Nevermind... I found the package.  My ownly feedback is the cwebp depends on
shlwapi.dll, which I think wont work on XP and indicates you use studio 2010 to 
compile the binaries.
I'd suggest both libs and tools be built with VS 2008 for better compatibility.

I use shlwapi for SHCreateStreamOnFile (it's not because of VS2010). This DLL 
is included starting from Windows 2000, thus we are only excluding NT4, NT3.x 
and Windows 9x, but I don't think we should care about them.

BTW, for older system the programs work worse anyhow, as due to lack of WIC, 
only YUV is supported on Win2000, WinXP SP[012] (although for XP SP2 it's 
possible to install WIC manually and AFAIK some newer Offices do this). But I 
don't think it's worth to make the example tools more complex to support them.

As long as it works on Windows XP SP2, we're good.

I think we can even assume users have XP SP3, or is SP2 still popular?
