add endpoint localities #7

There is missing endpoint GET Localities. I used the original programming style.

The end point is not missing. It is fully implemented already. Just that it's named GetCities instead of GetLocalities.

I'll upload a file that will show the names used for each endpoint so it won't confuse anyone again
