Update hardhat dependency #477

Since upgrading to go-ethereum@v1.13.4 the play tests were not compatible anymore (see https://github.com/shutter-network/rolling-shutter/pull/422). On hardhats side, the problem was addressed in https://github.com/NomicFoundation/edr/pull/444.

please also update in the package.json file (should be done automatically when you do npm install --save ...)
