Secrets with Cargo Workspaces #260

I was getting Failed to interpolate string. Is your Secrets.toml correct? errors when I had the Secrets.toml in the wrong location so I thought I would make it clearer for everyone else!

I actually changed this to allow the Secrets file in both places in https://github.com/shuttle-hq/shuttle/releases/tag/v0.42.0 :) The docs should also be up to date on that.
