My iCloud stores bookmark information, so my bookmarks on safari Mac show up on safari IOS. The updated icons do not show on my phone's safari.

Unfortunately this is not how it works. iCloud only stores the url of your favourite sites, then the iPhone provides to download additional informations, such as the touch icon. I have plan to port this to iOS, but due to lack of donation I cannot afford to spend weeks trying to implementing this
