What feature?

Implement a feature to automatically post a comment when a Pull Request (PR) is created. The comment should include a welcome message, guidelines for contributing, and any relevant links or instructions for the reviewer and the submitter. This will streamline the PR process and ensure consistency in communication.

Could please assign this to me under GSSoC'24.
