Alter occurrence and resource URLs #13

The current URL to access an occurrence is in the format: resources/{sourcefileid}/occurrences/{dwcid} Ex.: resources/4300f8d5-1ae5-49e5-a101-63894b005868/occurrences/urn:catalog:JBRJ:RB:137516

Suggested new format: occurrences/{institutioncode}/{collectioncode}/{catalognumber} Ex.: occurrences/JBRJ/RB/137516

Francisco requested to change URLs to /pt/occurences/{auto_id}

Also observe that to contact a resource the USL is resources/{sourcefileid}/contact. Replace sourcefileid with auto_id of resource_management.
