fix bug found when upgrading to support xnat 1.7 #339

Fixed a bug that was discovered when testing XNAT 1.7 upgrade.

If the reviewed directory doesn't exist, check_new_sessions crashes and fails. This fix ensures the path exists to prevent the error from occurring.
