I tried to test briefly on the current XNAT load, but right now even the latest scans have phantoms. I can cook something up on dev, or we can just wait for next week.
This only affects xnat/check_phantom_scans. If a phantom check is happening anywhere else, I didn't find it. (Best as I can tell, when check_new_sessions and phantom_qa operate on phantoms, they don't check their timing.)
