Although control is available to users who edit this config file, its arguably a more awkward approach than having direct control on the command-line at invocation time (in addition).
I would also ask you to consider the necessity of setting an upper bound on process memory. Limits can again be discussed in documentation, but most users will probably expect the natural memory limit of the system.
