DOH Rules size change due to massive amount of additions #12

Due to the massive amount of new entries (last week), I wish to request an increase of the reserved sid size allocation:

allocated range: 27995000-27999999 new range: 27990000-27999999

@jasonish was right about the sid range needing to be bigger initially! :)

I'm looking at the results of the overnight changes daily, over the last few days, this list has been growing fast, better be safe than sorry...

P.S. also created this PR, as suggested by "Jason lsh" to add the ruleset.
