(Neato) fails to start #3

What steps will reproduce the problem?
1. "Don't worry if you don't hear it, press CTRL-C to exit the driver then 
enter the command again. I have found it does not seem to start properly upon 
first load." -- could you elaborate on that here? I've had issues where the 
node doesn't shut down properly, but I haven't seen any issues where the node 
doesn't start properly." -- from XV-11 Hacking tutorial. 
2. I can reproduce this like clockwork. It happens every singe time I have done 
a fresh install and used the driver for the first time. It also appears that 
upon restarting the computer it happens on the first try as well. Maybe the 
command to put it into testmode is being missed, or the command to start the 
LIDAR? Perhaps a wait is needed between sending the commands.

Notes:
A wait is probably the easy fix -- but the more comprehensive one would be to 
determine that the getLDS is failing and check/reset the test mode.
