The XSL Template used for the website needs to be revised to separate the 
website template as a separate XSLT and use it as an include on the individual 
XSL's within the DB. 

This will reduce file size and ease the change of website features by only 
requiring one file to be edited to reflect website changes.

XSL Template redundancy has been reduced by having XSLT's that transform 
multiple XML's, as well as removing completely XSLTs from the local-DB side of 
the repository.
