Upgrading with one controlplane node

When I have only one controlplane node and make down- or upgrade, the replaced controlplane gets stuck connecting to the old.

May I missed something, but so far this has not worked correctly for me.

@mxzinke can you provide the Talos logs to show why it doesn't join? this so far feels like an issue scaling up, e.g. if the control plane endpoint doesn't work
