feat(examples/proxmox): add proxmox example #49

This PR adds an example of setting up Talos on Proxmox VE using the Terraform/OpenTofu provider.

I just made this PR based on my own repo https://github.com/xyhhx/pve-talos without paying much attention to the rest of this repo, so I expect I'll need to make some changes for y'all
