Remove support for Talos 1.3 in Omni #434

Problem Description

Per https://omni.siderolabs.com/docs/support/ Omni should no longer support Talos 1.3 Remove 1.3 versions from the options for Talos install in Omni in cluster creation.

Also update https://omni.siderolabs.com/docs/support/ to say minimum supported version is 1.4.

get the go ahead from @rsmitty once he speaks with Powerflex before doing this.

per @rsmitty " I think not being able to deploy new 1.3 clusters is fine. They’re deploying 1.6 for anything new already"
