talosctl apply-config wipe mode #4590

Add new mode:

wipe- write new machine configuration, wipe EPHEMERAL and STATE, write new machine config to STATE, and reboot

If the .cluster.id changes in apply-config in auto mode, fail the call saying that you have to use --mode=wipe.

Check encryption config for STATE: old and new machine configuration for STATE encryption should match, otherwise it's an error, suggest that encryption settings can be changed by wiping the node completely and applying new machine config.
