Document Talos Linux' default config values, when different from Kubernetes defaults #6797

Description

A few config options, e.g., at https://github.com/siderolabs/talos/blob/2b6b6deacda4a3cdf6c5b65ac586cad1363be094/internal/app/machined/pkg/controllers/k8s/control_plane_static_pod.go#L289-L330 are being set by Talos Linux.

As an operator of Talos Linux, I need to assess the security and other aspects of my deployments. And so these values should be documented.
