Resolvers specified in config are ignored for installation #7236

Bug Report

Description

Resolvers specified in controlplane.yaml are ignored on installation when using "talosctl apply-config". Instead of using the defined resolvers, it uses the ones provided by DHCP, even if DHCP is disabled via controlplane.yaml.

(note: 192.168.2.28:53 is the DNS server provided by DHCP, however controlplane.yaml lists 8.8.8.8 and 1.1.1.1 as resolvers)

Environment

Hm, it shouldn't be the case. Due to async nature of resolver update process, it might try with old setting for a few seconds, but it should apply new resolvers.

You should be able to see in the logs that Talos applies new resolver settings.

Anyways, the image pull process should retry automatically.

I can confirm that the image-pulling process is automatically retried. I changed the DNS Server supplied by DHCP, and the installation process now works. However, there is no mention of the Resolvers being changed after the config is supplied. Am I missing something?
