[feature] Implement basic healthchecks on apply

Feature Request

Implement basic health-checks on apply, for features that can brick nodes such as:

• Image-pull working out
• Node networking still working

Preferably also report this back to talosctl. In the future an auto-revert, like we do for upgrades, would also be nice.
