problem merging VolumeConfig document #9741

Is there an existing issue for this?

Current Behavior

Trying to apply new cluster template but haven't actually change the VolumeConfig and I'm stuck with this error.

I can't rollback I can't move forwards.

Expected Behavior

Shouldn't get stuck.

Steps To Reproduce

Not sure to be honest.

What browsers are you seeing the problem on?

Anything else?

This looks like a bug in Talos config merging code, I will move this issue.
