Error by running setup.py in IntelliJ #33

Dear Sir, (using windows 10) I am using your code in one of my university project to simulate a transportation network in SUMO. I have cloned your repository and when I run it in IntelliJ I get the following error: https://drive.google.com/open?id=1gjp94EWLG93A14MhQL46GANEYsjzLNvk
