Splits out device aliases from settings. The motivation here is:

Settings are backed by a flat JSON file
Device aliases are just an array within this JSON document
Having too many aliases causes issues (for one, the size of the whole JSON document is limited by a static buffer)
It's reasonable to want more aliases than can fit in this document

The technical changes here are:

Adds standard json-based REST routes to the API
Adds routes to download/upload the raw file backing aliases (just a crude CSV)
