refactor to enable install without poetry in image

This was an experiement to see if I could eliminate the requirement to have poetry installed in the Dockerfile to generate the intermediate requirements.txt

I was able to do this, but didn't see a way to separate installation of the external dependencies from the main application (which is important for Docker layer caching). I think the only proper way to do that is with poetry export
