2 Windows issues #55

1st: While using E-Pyo, I can't drag drop a *.py file in the editor, I have to 
use open file.
2nd: when I stop an audio process, the server freezes while it stays in the 
background of windows GUI (can't do a ctrl+d for example)

Os: Win7-64

These issues seem to be fixed in 0.7.0 (tested with win7 in virtualenv).
