ci: improve workflows

🆕 What is the new behavior?

Create PR commands:

• /snapshots:approve to update visual-regression snapshots
• /release:pr to release a pull request as snapshot e.g for testing
• Workflow to enter prelease for alpha/beta releases on branches with prefix release- e.g release-3.0.0
• Workflow to exist prerelease

🏁 Checklist

A pull request can only be merged if all of these conditions are met (where applicable):

• [ ] 📸 Visual regression tests were added/updated and pass (Guide)
• [x] 🧐 Static code analysis passes (pnpm lint)
• [x] 🏗️ Successful compilation (pnpm build, changes pushed)
