Fix offline building, update Isar layers, fix CI #396

Something regressed in the bazel build: https://github.com/siemens/meta-iot2050/actions/runs/3821846547/jobs/6501400695#step:4:419. The same thing built fine just two weeks ago. @fmoessbauer

Cause by Isar upstream changes https://github.com/ilbers/isar/commit/8530a94bdc8919fadccad13e6061832d2f2c1fcc#diff-b294a6f7f9dd570d7d4d4a6fd015c8d5f6769af8d528dbefcf42faf4d1a6e1cc which I just pulled in. Will revert Isar to one commit before until meta-coral is updated.
