All keys is double pressed on r591 devel. #116

It's even not a game issue, it's interface. F2 pressed once show changing
of save slot 2 times, f1 press once, load twice. At release version it's
behaved as all of the time pressed ESC key, so no play is possible.

Oh, by the way, this issue first occured in r517. In r516 I press F2 once and it
works once. In r517 I press F2 once, but it works twice (so only odd savestates 
could
be selected).

And hereby it is ini file problem -- from 517 it is pcsx2pg.ini, and something 
in
this new file was reason of such behavior.

And the reason -- rev 591 do something wrong with ini file, when translated it 
from
575. in r594 everything is o'k, so it could be resolved as fixed.

Yes there was a long-standing glitch in Pcsx2 where this could happen if you 
upgraded
PAD plugins or used 2 different versions of certain plugins.  I finally "fixed" 
it
(although hackishly) in a recent revision.
