Vuskip/frameskip not working well with Xenosaga Episode I #133

1) Did the game ever work correctly (i.e. not have this problem) on the
Official PCSX2 build or an earlier version of PCSX2 playground? 
(If so, please specify the latest pcsx2-playground or Official revision
that last worked.)

The game works with revisions earlier than r578 with vuskip enabled

2) What steps will reproduce the problem?
1. Run the game with any revision from r578 and up and set the vuskip with
this setting: 60, 50, 1, 4.
2. The first FMV already shows the bug (it doesn't play smooth like older
revisions, very choppy).

3) What is the expected output? What do you see instead?
Expected: Fluid and smooth FMV/game play. (smooth at least in the movies)
What I see instead: Very choppy movie/game play. It's almost like when we
enable the X3 hack. The behavior is the same as that.

4) What version of the product are you using? On what operating system?

r578 and any revision later that that. On r577 and below, the game runs
fine with vuskip enabled. Windows vista is the only choice because the only
way to play Xenosaga at acceptable fps is using the GSdx plugin in
directx10 mode. And the "60, 50, 1, 4" vuskip set up works like a charm in
r395 and a little beyond.

5) Please provide any additional information below.

I tested all revisions from r563 to the latest r655 and the results are the
same, starting at r578. Is there any chance to make vuskip work with this
game like it worked with r395 in example? I remember that between r384 and
r395 (the stable version) several changes were made in how the frameskip
works, and was very good. But after that, there was a regresion in this
part of the code, at least with Xenosaga.

Is that possible to bring the r395 vuskip behavior back to the latest revisions?
I just want to reinforce that.
