Coton's Custum VU-skip , skip frames when not supposed to do so. #60

Hello.
I have messed a bit in some game, and I found that if you have a game
running at approx 60-70fps (in full speed, so no skip and no limit) those
game or I should say that particular scene in the game will skip if coton
VU-skip is enable or frame-skip and set to the normal settings ( 0, 0, 0, 0,).
The old official vu-skip wasn't doing so.
I found out that setting the skip when lower than 32, gives the best result
on my side.
No hack are active. 
From the comments in the code, it should skip only if 90% slower than 60
fps (for ntsc game.) Well this is not working this way.

Just to add,
If the game /scene is rendering at a high fps, 70+ it wont skip.
It skip when its 60 or a bit higher(but still show 60fpx on top of the 
window).Its
just the game looks skippy. and this is not normal.
