Fix clean rule to make it safe for dash as /bin/sh. #25

Put program lists in variables, and use those variables in build and clean rules. Also delete a spurious tab on an empty line.

Verified with a build and make clean that this works on Ubuntu 18.04 which uses dash as /bin/sh.

I'll just self approve it as I doubt that anyone will bother to review it. Trivially correct as it doesn't change the bootloader binaries.
