i click the link and it jump to the same address where the start guide is and i cant find the“ configration memory file（.mcs）” download link

You need to create an SiFive developer account, log in, and then visit either the RISC-V Core IP link or the Freedom SoC link. That will take you to a place where you can download pre-generated bitstreams.
