Fix the build #11

This code had bit rotten to the point it did not even compile. Now it at least generates verilog.

It might be worth it at some point to migrate this code to the newer Attachable APIs

Yes. That is what I wanted to do. Unfortunately, the code that does this for peripherals is not open!

That code is not open now, but @asmitde is working on a change that unifies the API for overlay placement and port creation, after which we should be able to make it open source

@rmac-sifive Great! BTW, I am quite happy with the refactor you and Erik did with this overlay stuff.
