Decision (Accept, Reject, Lightning talk): Accept
This paper focuses on interoperability and translation, and how they are increasingly treated identically. It reports on the process of translation in the context of biomedical efforts, aiming to report on issues related to the process of standardization. This proposal is overflowing with ideas, sometimes to the detriment of clarity, where some thoughts are given a name but no background. This work should stimulate a lively discussion and would benefit from the time and space to further draw out its ideas.

Feedback to authors: This is an interesting abstract with lots of good ideas, and I think the topic of interoperability is one well worth dissecting. The authors might be interested in a paper I and some colleagues wrote for CSCW a few years back on semantic refactoring (I'm sorry for being the annoying reviewer recommending her own work, but I do actually think it's relevant here: https://dl.acm.org/doi/abs/10.1145/3274442)

@akthom: The semantic refactoring paper was actually already in my 'to read' pile but has just been promoted to the top of the stack. I had seen it come through on the announcement for your 'Data Then and Now' talk at UW in April -- which was unfortunately well past my bedtime -- but at least now you have a better sense of how far behind I am on my readings =P
