Recommendation: 1) Accept 2) LT This abstract establishes the need for study of applied use and development of data storage systems, proposing a focus on a typology of repository use, a review of its organizational models, and a closer look at a case study. While it is early in development, it is presented clearly and practically, and it convincingly justifies the need for the discussion.
This paper is relevant to the workshop and proposed JASIS&T special issue, particularly the strand on "the impact of conceptual models on public knowledge, research, and scholarship" (from the CFP). Its relevance would be increased by more focused/explicit attention to the aspects of this research concerned with modeling—on typology and organizational models in particular—but this is not necessary for the paper to garner substantial interest from the workshop/special issue audience. The paper's angle, on "active use data", is interesting and uncommon. I would be interested in hearing more about the relationships between the three distinct contributions articulated (the typology, the organizational models, the OSN). How do these contributions cohere into a unified sociotechnical study of roles, growth, and governance? For example, how may modeling patterns of data use contribute to the resilience of national infrastructure? (I'm certain it does; I am interested to hear more about it!)
