Recommendation: Accept This paper is strongly in the spirit of the SIG-CM workshop at ASIS&T 2020, presenting in-progress work on knowledge organization systems for medical literature. The grounding is unique and impactful, ensuring that further discussion and development has a clear and relevant path forward.

This paper is excellent, and the outline is especially useful for understanding where the authors are going in future work. There are a few things I want some further clarification or details on:

• How does this relate to not just KO but SKOS in particular>? SKOS seems to me to provide a W3C compliant scaffolding for some of this conceptual work - is that compatible with ontologies like DIDEO or am I missing something?
• Meso and macro level structures are going to be novel to most people outside of STS - in fact I'm not sure my understanding of these concepts aligns with yours, but I do think a structural framing can help situate this research. Some clarification of what you mean by meso, and how this relates other science studies would be helpful. Overall though - I think this is really intriguing and a great fit fir the workshop. Look forward to hearing more.
